District & Charter Management Organization Partnership Models

Urban Teacher Center (UTC) believes that districts and Charter Management Organizations (CMOs) need a guarantee— before teachers are certified, they demonstrate student achievement gains.

UTC’s selective recruitment, intensive preparation, and ongoing performance measures ensure districts acquire only teacher candidates who have demonstrated success in the classroom.

UTC Partners with Districts & CMOs in three ways: 

As part of a school’s Turnaround strategy

  • Schools that employ a turnaround model generally have been identified as failing to make state and federally mandated student achievement gains for multiple consecutive years and requires that schools make immediate fundamental changes in staffing, operations, culture and program
  • UTC is part of a bundled human capital solution working alongside other targeted human capital providers and development supports
  • Team of four or more UTC teachers train and serve in the same school for four years
  • UTC plays a major role in influencing the culture and academic performance in the school by virtue of its focus on individual student diagnosis and academic performance          

Within a Lab setting

  • Lab schools provide a setting for year 1 (the training year) of UTC’s four year program
  • Teams of four or more UTC teachers train for one year at a lab school and then are strategically placed for years 2 through 4 by the district or CMO in other schools as part of a bundled human capital solution working alongside other human capital providers and development supports, targeted at turnaround schools

As a Pipeline of effective teachers

  • Pipeline schools are schools investing in growing their own human capital
  • Pipeline schools may be schools that are achieving steady performance that are ready to push for dramatic increases in student performance
  • Team of 4 or more UTC teachers train and serve in the same school for four years to promote a culture of academic inquiry and diagnosis among the leadership and staff and to drive the academic achievement of the school up
     

State Partnership Models

UTC provides support for states interested in innovation, reform and accountability for effective results, by: 

Bringing student performance data to teacher certification

  • UTC raises the bar for certification programs
  • Teachers in the UTC program get a full state teacher’s license only if they demonstrate performance
  • All UTC graduates receive dual certification in general and special education
  • UTC is generating evidence for states about the essential elements of meaningful certification

Providing leadership and partnership on public policy issues.  UTC provides insights into
