John came to UTC in July, 2011. He has over 35 years of financial experience in government and public school systems. Before joining UTC, John was the Chief Financial Officer for the Baltimore City Public School System. During his time with Baltimore City Schools, he oversaw implementation of financial controls and processes resulting in the elimination of a $58M cumulative deficit and the return of Baltimore City Schools to fiscal health. Before joining Baltimore City Schools, John served for 28 years in various accounting and financial management positions with the Baltimore City Department of Finance, the last 6 of which he was the Financial Operations Manager, responsible for all Baltimore City financial systems. John has also served as the President and Secretary of the Managerial and Professional Society of Baltimore and is an elected Director of MECU of Baltimore credit union. John is a lifetime Baltimore area resident.
